Customers staged a disturbance, took unpaid for groceries and walked out of a Mississippi Walmart after they were unable to use their food stamp cards on Saturday... The mini riot, happened at the Walmart in Philadelphia, Miss. Shortly thereafter, managers decided to temporarily close the store.

Springhill Police Chief Will Lynd said some customers were pushing more food than any household could store in a refrigerator and freezer. "I saw people drag out eight to ten grocery carts," he said... There was no food left on any of the shelves, and no meat left. The grocery part of Walmart was totally decimated."... When asked about reports that Walmart customers were spending hundreds of dollars more than their account limits, Wasmer said ABC News would have to speak to retailers.

Shelves in Walmart stores in Springhill and Mansfield, LA were reportedly cleared Saturday night, when the stores allowed purchases on EBT cards even though they were not showing limits... Lynd explained the cards weren't showing limits and they called corporate Walmart, whose spokesman said to let the people use the cards anyway. From 7 to 9 p.m., people were loading up their carts, but when the cards began showing limits again around 9, one woman was detained because she rang up a bill of $700.00 and only had .49 on her card. She was held by police until corporate Walmart said they wouldn't press charges if she left the food.

Shelves were cleared as the chaos spread across the store in a scene employees said was worse than Black Friday. When the system came back online, Walmart announced the news to the customers and many abandoned their carts in the aisles. People flocked to the store to abuse the system and good nature of the company, filling carts with high-priced meats and items.

Lieutenant Dan Refre with the Philadelphia Police Department said they are not involved in the investigation of the disturbance at the store and were only present for crowd control. “There were a few arguments about the food…the crowds were getting really large and they were attempting to leave the store with carts of food that were not paid for,” he said.

More than two million people in Illinois use a so-called Link Card. That's one in six residents in the state. So when suddenly the system went down Saturday morning many customers just walked out of the store... "That's how people starve," said shopper Sean Wright. "People starve if they don't have the Link to feed their children, to feed their family with."

Report after report from across the country on the EBT shutdown features the phrase “carts full of groceries were abandoned.” Not even an attempt to put the free food back on the shelf. Instead, the reaction is anger and resentment that people getting something for free couldn’t get it right when they wanted it.

Managers at Wal-Mart, Rouse's, dollar stores and convenience stores all said their EBT shoppers were being declined. "The reaction was very aggravated," said Robert Strahan, store manager at Rouse's on Pass Road in Gulfport. "Some cards would go through for a drink and a pack of gum, but when they did their shopping, it wouldn't."

Taylor said, “It’s just nerve racking. I just can’t. I just don’t know what to do.” Taylor told FOX23’s Price McKeon she went to pick up milk and formula at the grocery store Saturday morning. She said, “I got all my groceries went up to the cashier to cash out swiped my food stamp card.” Then she said her card got a denied. So she said she ran over to the gas station next door and her card was denied again. She said, “Apparently it’s everybody because my friends, my family, they all can’t get into their food stamps.”

Shopper Stan Garcia was more critical of the unscrupulous shoppers, however, saying that taking advantage of the brief glitch in the benefits system amounted to "plain theft. That's stealing, that's all I got to say about it."
