The president's actions have already impacted children in my district. An educator at Moorpark -- one of the Moorpark junior high schools called me this week. She said that in the last few months students have lied about bad conduct and tried to excuse themselves with the comment, "Well, the president did it, why can't I?" -Elton Gallegly (R-Calif.)
"The court takes no pleasure whatsoever in holding this nation's president in contempt of court," Wright said. However, Wright warned the president that if he challenged any aspect of the contempt order he would not be able to avoid the "turmoil of evidentiary hearings" and that such hearings would involve "all matters concerning the president's conduct in this lawsuit which may warrant a finding of civil contempt."
This is about a president of the United States lying under oath, undermining our legal process and violating his oath of office. It is about violating Article II, Section 3 of the Constitution, which states the president shall take care that the laws be faithfully executed. In an explosive report to Congress, Independent Counsel Ken Starr outlines a case for impeaching President Bill Clinton on 11 grounds, including perjury, obstruction of justice, witness-tampering and abuse of power, while providing graphic details of the sexual relationship between the president and former White House intern Monica Lewinsky.
The report, released Friday afternoon on the Internet, claims that Clinton took actions "inconsistent with the president's constitutional duty to faithfully execute the laws."
In the introduction of his referral to the House, Starr accuses Clinton of lying under oath "in a civil deposition while he was a defendant in a sexual harassment lawsuit" and "to a grand jury."
Starr's prosecutors also allege Clinton "attempted to influence the testimony of a grand jury witness who had direct knowledge of facts that would reveal the falsity of his deposition testimony; attempted to obstruct justice by facilitating a witness' plan to refuse to comply with a subpoena; attempted to obstruct justice by encouraging a witness to file an affidavit that the president knew would be false ... ; lied to potential grand jury witnesses, knowing that then they would repeat those lies before the grand jury; and engaged in a pattern on conduct that was inconsistent with his constitutional duty to faithfully execute the laws."

It is the Sense of the Congress that -
On January 20, 1993, William Jefferson Clinton took the oath, prescribed by the Constitution of the United States, faithfully to execute the Office of President; implicit in that oath is the obligation that the President set an example of high moral standards and conduct himself in a manner that fosters respect for the truth; and William Jefferson Clinton has egregiously failed in this obligation, and through his actions has violated the trust of the American people, lessened their esteem for the office of the President and dishonored the office which they have entrusted to him,
Be it resolved that:
1. The President made false statements concerning his reprehensible conduct with a subordinate;
2. The President wrongly took steps to delay discovery of the truth;
3. No person is above the law, and the President remains subject to criminal and civil penalties for this conduct;
4. William Jefferson Clinton, President of the United States, by his conduct has brought upon himself and fully deserves the censure and condemnation of the American people and the Congress; and by his signature on this Joint Resolution, the President acknowledges this censure.
