While stories abound of government wasting our tax dollars, here is one that never the less sticks out; an automated Homeland Security system that cost a mind-boggling $1.7 billion and took nearly six years to develop has turned out to be a malfunctioning boondoggle.
“Were you aware that morale at ICE has plummeted?” Sessions asked. “Oh yes,” Napolitano said. “And, in fact, employee morale is a real concern of mine.” “And it’s not just with ICE, it’s throughout the department,” Napolitano said.

President Obama’s lawyers admitted to a federal judge late Thursday that they had broken the court’s injunction halting the administration’s new deportation amnesty, issuing thousands of work permits even after Judge Andrew S. Hanen had ordered the program stopped. The stunning admission, filed just before midnight in Texas, where the case is being heard, is the latest misstep for the administration’s lawyers, who are facing possible sanctions by Judge Hanen for their continued problems in arguing the case.

The Homeland Security Department has lost track of more than 1 million people who it knows arrived in the U.S. but who it cannot prove left the country, according to an audit Tuesday that also found the department probably won’t meet its own goals for deploying an entry-exit system.

The U.S. Attorney’s office indicted a U.S. immigration official for allegedly accepting thousands of dollars in bribes, 200 egg rolls, and a sausage in exchange for granting either U.S. citizenship or permanent resident status for immigrants to the U.S. The indictment came after the arrest of the official by the Federal Bureau of Investigation (FBI).

The federal government’s system of tracking immigrants’ status is so broken that it gives a green light to one in eight aliens who have been ordered deported, according to an audit Tuesday that found the government has gone on to approve some of those who slip through for work in sensitive areas of airports and granted them benefits such as Medicaid or food stamps.

The nationwide network of offices known as “fusion centers” was launched after the Sept. 11, 2001, attacks to address concerns that local, state and federal authorities were not sharing information effectively about potential terrorist threats. But after nine years — and regular praise from officials at the Department of Homeland Security — the 77 fusion centers have become pools of ineptitude, waste and civil liberties intrusions, according to a scathing 141-page report by the Senate Homeland Security and Governmental Affairs permanent subcommittee on investigations.

The report found that the centers “forwarded intelligence of uneven quality — oftentimes shoddy, rarely timely, sometimes endangering citizens’ civil liberties and Privacy Act protections, occasionally taken from already published public sources, and more often than not unrelated to terrorism.” The investigators reviewed 610 reports produced by the centers over 13 months in 2009 and 2010. Of these, the report said, 188 were never published for use within the Homeland Security Department or other intelligence agencies. Hundreds of draft reports sat for months, awaiting review by homeland security officials, making much of their information obsolete. And some of the reports appeared to be based on previously published information or facts that had on long since been reported through the Federal Bureau of Investigation.

Some Homeland Security Department employees have found creative ways to supplement their government salary. A Citizen and Immigration Services worker charged $1,500 to approve citizenship applications. A Customs and Border Patrol agent collected $5,000 to smuggle 30 undocumented aliens across the border. Another officer received $10,000 to let a car filled with 1,700 pounds of marijuana through a port of entry into the United States. An annual summary from Homeland Security’s inspector general said the department initiated 1,389 investigations into internal matters, leading to 318 arrests and 260 convictions of DHS employees.
