Portland residents calling 911 for emergencies are facing a dramatic increase in hold times, with officials saying that the system is "broken." According to The Oregonian, starting in the late spring, the riot-gripped city has faced a sharp increase in 911 calls placed on hold for two minutes or longer.

  The national standard for 911 hold times is 15 to 20 seconds, but according to data from the Portland Bureau of Emergency Communications obtained by The Oregonian, 574 of the 911 calls in the city had to wait on hold for more than five minutes in July...

On Sept. 4 during a shootout at a Pearl District restaurant, callers had to wait more than 7.5 minutes before a dispatcher answered. The increase in both the number of calls to 911, and the longer hold times, comes as the city experiences an increase in homicides...

  The rise in violence also comes as the city faces resignations of a portion of its law enforcement officers amid efforts to defund the police.

The FOX 8 I-Team has found a man died after a desperate family called 911, but no one answered at a Cuyahoga County dispatch center... precious seconds turned into long minutes as a medical emergency left Vince Frusteri dying. His wife and another relative called 911, but they got no answer.

  “What’s going through my mind is, like, how can nobody answer 911?” said Cheryl Frusteri. “I was terrified. I was petrified. It’s 911 for Pete’s sake.”...

  Cheryl Frusteri finally called University Hospitals there, and a recording shows the hospital alerted Parma Police and paramedics. A hospital worker said in a call to first-responders, “She can’t get through to 911.”

  Emergency crews scrambled to the home, but Vince died.

At least seven rings felt like eternity – a Chicago woman said she called 911 for help and no one answered. And as CBS 2’s Dana Kozlov reported, the woman, Denise Conroy, said it happened twice...

  When there’s a threat and it’s unsafe, and you need Chicago Police, you call 911 and expect an operator to answer, “Chicago emergency.” That’s what Denise Conroy expected last Thursday, when her ex-husband came to her home. She was concerned and thought she needed police intervention.

  Instead, Conroy said her 911 calls – two of them in 15 minutes – just kept ringing. “Nobody answered the phone, six or seven times, I believe. And I waited a few minutes and I tried them again – same thing,” Conroy said.

And no one called her back.

“We can’t do anything ma’am,” said a Fredericksburg 911 dispatcher. “The city told us that this is a sanctioned event.”

  That was the response a woman got after calling 911 as her car was trapped in a crowd of protesters who were allegedly jumping on her car with herself and her baby inside. “You know this is going to get dangerous,” the caller said. “I got a kid here.”

  WJLA reported that Fredericksburg police are now speaking out after a 911 dispatcher told a woman who had her baby in the car that they couldn’t help her as she was trying to get home through a crowd of protesters jumping on her car.

  “They are often understandably upset at the delay and become more upset when told PPB has closed their call without action or notification,” Patrick Jones, client services manager for the Emergency Communications Bureau, wrote in the late August memo to Director Bob Cozzie.

"I know my doorman had called 911. I know my establishment called 911. I proceeded to call three times over the course of the evening to the 911 emergency line and every time I got the same response," Schneider told ABC News 4.

In one of the calls he made to 911, he said "Are you guys ever going to show up tonight?"

Dozens of genuine crime victims went without help in Portland as police were mobbed by rioters who pelted them with bottles and rocks while chanting, “Kill a cop, save a life,” according to authorities.

  “At the time of this release over 60 calls for police service were holding around the city,” the Portland Police Bureau said early Sunday after again declaring a riot in the troubled Oregon city...

  The calls for help included some for “theft, vandalism, suspicious activity, hazards, hit and run, burglary, violation of restraining order, alarms, stolen cars, harassment and many others,” the police department said in a statement.

An Oregon woman was told by a 911 dispatcher that authorities wouldn’t be able be able to help her as her ex-boyfriend broke into her place because of budget cuts... Her call was forwarded to Oregon State Police because of lay-offs at the Josephine County Sheriff’s Office only allows the department to be open Monday through Friday.

  “Uh, I don’t have anybody to send out there,” the 911 dispatcher told the woman. “You know, obviously, if he comes inside the residence and assaults you, can you ask him to go away? Do you know if he’s intoxicated or anything?”

Capitol Hill auto shop, Car Tender, says it was broken into overnight by protesters in the “CHOP” or “CHAZ” area Sunday night. A suspect tried to start a fire and stole cash, as well as car keys.

  The business owner, John McDermott, says he and his son managed to detain the suspect – but despite more than a dozen 911 calls, police and fire never showed up...

  McDermott said he kept trying to call 911 “I'm told 19 times,” he said. “They alluded they were sending someone… finally said they weren’t going to send somebody,” McDermott said.

  “I don’t know what to expect next. If you can’t call the police department, you can’t call the fire department to respond, what do you have?” McDermott said. “Heartbroken. I mean, they are the cavalry,” he said.

Milwaukee County Sheriff David Clarke Jr. has released a 30 second public announcement calling on the citizens of Milwaukee to familiarize themselves with a firearm and aid the police in defending life between the time they dial 911 and the time the police arrive.

  Directing his comments to the public, Clarke said: "With officers laid off and furloughed, simply calling 911 and waiting isn't your best option. You can beg for mercy from a violent criminal, hide under your bed, or fight back." He added: "Consider taking a certified safety course in handling a firearm so you can defend yourself until we get there."

40 minutes went by and no one showed up...


"Detroit 911, what's the address of your emergency?" asked a dispatcher, according to recordings obtained by WXYZ television station.

"My daughter's boyfriend was beating the (expletive) out of her," she said breathlessly into the phone before providing her address. The dispatcher said she'd send a car that way, but 40 minutes went by and no one showed up.

Call/dispatch records obtained by the Oregonian/Oregon Live news outlet last year reportedly showed that “dozens of low priority” 911 calls were placed on hold and “closed out” without a response from Portland’s law enforcement, despite a policy that required contacting callers in cases where the police would be delayed or unavailable to respond.

  The explanation was that the police bureau was already “far too busy” to make these follow-up calls.
