Democrats have also enjoyed complete control of the state legislature since 1997. And they have governed exactly the way you'd expect Democrats to govern. Spending has more than doubled, from $45.4 billion in 1996 to more than $92.5 billion today. Income, sales and car taxes have all been hiked. As a result, California has the most progressive income tax system in the nation, with seven income tax brackets, and the second-highest top marginal rate. Even with all those tax hikes, California's 2012 budget is still $15.7 billion in the red. So what does Gov. Jerry Brown want to do? Raise taxes again, of course. -Conn Carroll
Nine years ago, California Democrat Gray Davis became the first U.S. governor in 82 years to be recalled by voters. The state’s 20 million taxpayers still bear the cost of his four years and 10 months on the job. Davis escalated salaries and benefits for 164,000 state workers, including a 34 percent raise for prison guards, the first of a series of steps in which he and successors saddled California with a legacy of dysfunction. Today, the state’s highest-paid employees make far more than comparable workers elsewhere in almost all job and wage categories, from public safety to health care, base pay to overtime.

California ranks dead last among U.S. states in quality of life, according to a study by U.S. News, ranking behind New Jersey (49th) and Indiana (48th)... One way to measure quality life is whether residents can even afford to have a roof over their heads, and by that standard, California is failing... Homelessness has surged a stunning 75 percent in the last six years, the Los Angeles Times reports, and there are now at least 55,000 homeless people in the county.
California finished No. 43 in fiscal stability, No. 46 in opportunity, and No. 38 in infrastructure.

As California’s political leaders scramble to restore trust in a system that many say protects perpetrators of sexual harassment instead of its victims, an explosive news report on Friday revealed that a current legislator — Assemblyman Raul Bocanegra — was secretly disciplined eight years ago after a legislative staffer accused him of groping her.
But the San Fernando Valley Democrat, then chief of staff to then-Assemblyman Felipe Fuentes, kept his job and went on to run for office, endorsed by numerous legislators — including the woman’s boss, disgraced former Sen. Ron Calderon...
Staffer Elise Flynn Gyore was at an after-hours work event in 2009 when, she told the Los Angeles Times, Bocanegra — whom she had never met — aggressively reached under her blouse. She said he “menaced” her that night, following her around and making her fear for her safety.

The groundswell over sexual harassment that has rocked Hollywood moved into California’s capital on Tuesday as more than 140 women — including legislators, senior legislative aides and lobbyists — came forward to denounce what they describe as pervasive sexual misconduct by powerful men in the nation’s most influential legislature.
Women complained of groping, lewd comments and suggestions of trading sexual favors for legislation while doing business in Sacramento...
“Men have groped and touched us without our consent, made inappropriate comments about our bodies and our abilities,” the letter said, adding: “Why didn’t we speak out? Sometimes out of fear. Sometimes out of shame. Often these men hold our professional fates in their hands.”

California continues to have – by far – the nation’s highest level of poverty under an alternative method devised by the Census Bureau that takes into account both broader measures of income and the cost of living. Nearly a quarter of the state’s 38 million residents (8.9 million) live in poverty, a new Census Bureau report says, a level virtually unchanged since the agency first began reporting on the method’s effects.
Thanks to low taxes and simple regulations, Chief Executive magazine ranked Texas as the best state to do business in for 2012. Guess who ranked dead last? That's right, California. And not only does Texas (6.8 percent) have a far lower unemployment rate than California (10.2 percent), but, according to the Census Bureau, income inequality is worse in California than it is in Texas. -Conn Carroll

In California, Governor Jerry Brown hasn’t curbed overtime expenses that lead the 12 largest states or limited payments for accumulated vacation time that allowed one employee to collect $609,000 at retirement in 2011.

Secure Communities, the federal program that deports illegal immigrants who have been convicted of serious crimes, can now be ignored by local law enforcement agencies in California according to state Attorney General Kamala Harris. The program requires illegal immigrants who were arrested to have their fingerprints sent to federal immigration officials.

California delegate has been ejected from the Democratic National Convention after he allegedly tried to impersonate a member of Congress and hassled the hotel staff trying to assist a drunken, passed-out delegate. The incident unfolded early Sunday morning when both men arrived by taxi at the Blake Hotel. The one delegate was seen being carried into the hotel at about 2 a.m. and either fell or was dropped, which drew concern among hotel staffers who called 911, according to news reports.

Out of the hundreds of out-of-work employees, vendors, investors and other creditors in the bankruptcy of government-backed solar-panel maker Solyndra LLC, one name stands out: the California Democratic Party. Why California Democrats would be creditor to a company that received more than a half-billion dollars in federal loans to build a solar-panel plant isn’t clear. Even party officials say they’re not sure.

SACRAMENTO, Calif.—Democrats have gained a supermajority in both houses of the California Legislature for the first time since the 19th century, after the Assembly reached the critical two-thirds threshold Wednesday. That gives California's majority party complete dominance of state politics and the ability to raise taxes unilaterally if they choose. The party already had secured a two-thirds majority in the state Senate after last week's election.
