Just after midnight on Oct. 1, when HealthCare.gov began to run, QSSI’s staff members were in their office, watching as “everything was turning red on our screens,” indicating that people couldn’t get onto the site, the report says. Before the site opened, CMS had not tested it end to end to see how the parts worked together. -Amy Goldstein Go To Site

“I don’t know,” Pelosi said when asked by Stewart why it was so hard for the government to “get a company to execute” something like building HealthCare.Gov “competently?” “Well, let me get the House minority leader here, I can ask her, hold on,” Stewart said through laughter, mocking her answer. “Wait. What do you mean you don’t know? How do you not know?” “It’s not my responsibility,” Pelosi said. Go To Site

A group of cyber security professionals is warning that the U.S. government has failed to implement fixes to protect the HealthCare.gov website from hackers, some three months after experts first pointed out the problem. Go To Site

(CBS News) Healthcare.gov launched more than a week ago, and while millions of Americans have signed into the site, not many have been able to actually sign up for insurance because of glitches with the website... Media outlets have struggled to find anyone who's actually been successful. The Washington Post even illustrated that sought-after person as a unicorn, and USA Today called the launch an "inexcusable mess" and a "nightmare."... "It wasn't designed well, it wasn't implemented well, and it looks like nobody tested it," said Luke Chung, an online database programmer. Chung supports the new health care law but said it was not the demand that is crashing the site. He thinks the entire website needs a complete overhaul. "It's not even close. It's not even ready for beta testing for my book. I would be ashamed and embarrassed if my organization delivered something like that," he said.

On Sept. 26, five days before the launch, CMS officials discovered that the website had capacity for just a fraction of the planned number of consumers who could shop for health plans and fill out applications. That afternoon, CMS officials drove to the Laurel, Md., offices of a contractor, Terremark, and ordered its managers to double the capacity within 72 hours.

During the two years before the disastrous opening of HealthCare.gov, federal officials in charge of creating the online insurance marketplace received 18 written warnings that the mammoth project was mismanaged and off course but never considered postponing its launch, according to government investigators...

Federal health officials failed to recognize the enormity of the undertaking, were disorganized and fragmented, were hampered by late and shifting ACA policies, had too little money, used poor contracting practices, and ignored problems until it was too late.

Teresa Fryer, the chief information security officer for the Centers for Medicare and Medicaid Services, explicitly recommended the website should not be launched Oct. 1, 2013, due to security concerns, but was overruled by her superiors... “I am tired of the cover-ups,” she emailed a colleague, stating that she intended to give “a truthful update of exactly what was going on” to an official at Health and Human Services who had asked for a status report.

Unable to offer a camera-friendly photo-op of the president breezing through an improved HealthCare.gov, the White House quietly announced on Monday that, sometime over the weekend, aides had enrolled Obama through an in-person enrollment site while the president was vacationing in Hawaii. A hacker broke into part of the HealthCare.gov insurance enrollment website in July and uploaded malicious software, according to federal officials... An HHS official said the attack appears to mark the first successful intrusion into the website, where millions of Americans bought insurance starting last year under the Affordable Care Act. It raised concerns among federal officials because of how easily the intruder gained access and how much damage could have occurred.

The Obama administration has spent roughly $840 million on HealthCare.gov, including more than $150 million just in cost overruns for the version that failed so badly when it launched last year. The Government Accountability Office says cost overruns went hand-in-hand with the management failures that led to the disastrous launch of HealthCare.gov and the 36 state insurance exchanges it serves.

Tens of thousands of people who discovered that HealthCare.gov made mistakes as they were signing up for a health plan are confronting a new roadblock: The government cannot yet fix the errors. Roughly 22,000 Americans have filed appeals with the government to try to get mistakes corrected, according to internal government data obtained by The Washington Post.

Several states that paid millions to set up ObamaCare exchange websites but got error-plagued systems in return are starting to fight back, halting payments to the contractors and weighing legal options. The same contractor that shouldered a large part of the blame for botching the federal HealthCare.gov is also under fire at the state level, where the company had an array of contracts to set up local ObamaCare exchange sites.

Monday, December 23rd, is the official deadline for individuals to apply for coverage through the exchanges, to ensure they have insurance by January 1st. Unfortunately for those trying to get coverage, the ObamaCare website is crashing today. Three months of "fixes" and a "tech surge" have failed to address the fundamental software problems in the exchanges.

HONOLULU — He won’t use it, and he didn’t actually sign up for it himself, but President Barack Obama has enrolled for health coverage through the new insurance exchanges... Obama, like so many other Americans, couldn’t use the website. “The complicated nature of the president’s case required an in-person sign-up,” the White House said. White House officials noted that for security reasons, the president’s personal information is not readily available in government databases that the exchanges use to verify identities and check eligibility for tax subsidies.

On Wednesday, Health and Human Services Secretary Secretary Kathleen Sebelius said the Obama administration is still "hand-matching" Americans who attempted to apply for Obamacare on HealthCare.Gov but may not have had their information correctly sent to insurance companies due to what are known as "834 errors."... Responding to questions from Rep. Jim Matheson (D-UT), Sebelius conceded there were Americans who think they are enrolled in Obamacare and may not be because of the "834 errors," and that the Obama administration is working to make sure Americans people who think they are enrolled in Obamacare are "actually matched with the company."
