Once he broke free and swam to the surface, Kennedy said that he dove back down seven or eight times to rescue Kopechne. Failing, he swam back to shore and checked back into his hotel, and a short time later lodged a noise complaint with the desk clerk. The people in the room next to his were partying and it was interfering with his sleep. Then he asked the desk clerk for the time. According to the Aug. 4, 1969 edition of Newsweek, that clerk, Russell E. Peachey, told Kennedy it was 2:25 a.m., then asked, "Is there anything else I can do for you?" Two decades after the horrific event more light was shed on the cover-up when the foreman of the grand jury that investigated the accident confessed that the panel was pressured by a judge and a prosecutor not to pursue the case. March 5, 1980, John Tunney met with the KGB in Moscow on behalf of Sen. Kennedy. Tunney expressed Kennedy's opinion that "nonsense about 'the Soviet military threat' and Soviet ambitions for military expansion in the Persian Gulf . . . was being fueled by (President Jimmy) Carter, (National Security Advisor Zbigniew) Brzezinski, the Pentagon and the military industrial complex." Kennedy offered to speak out against President Carter on Afghanistan. Shortly thereafter he made public speeches opposing President Carter on this issue.

Then a freshman, Kennedy was forced to withdraw from Harvard for two years after cheating on a Spanish final. According to “The Education of Edward Kennedy,” by Burton Hersh, the future U.S. Senator and presidential candidate had the roommate of one of his football teammates take the exam for him.

He said he dived down several times to try and rescue her, before walking back to the cottage where his friends were staying. To do so, he passed at least four houses with working telephones, including one 150 yards from the accident with a porch light on – as well as a firehouse with a pay phone. When he got to the cottage, none of the women were told what happened. Mary Jo did not drown, a horrific enough experience, but one which would have killed her in barely a minute. Rather, she remained alive, underwater in Teddy's Oldsmobile, breathing the oxygen trapped inside an air pocket at the rear floorboard of the upside-down car. So, while Ted walked back to the regatta party at the Martha's Vineyard cottage and tried to concoct an exculpatory cover-story (as his own cousin, Joe Gargan, later explained), Mary Jo was still alive, frantically hoping for a rescue that never came, until finally she breathed her last.

The second-term senator waited nearly 10 hours to report the accident and offered virtually no explanation other than he "panicked."

At the time, Kennedy managed to escape severe legal and political consequences for his actions thanks to his family's connections (which helped to contain the inquest and grand jury) and to a nationally televised "Checkers"-like speech broadcast a week after the accident. But virtually no journalist who has closely examined the evidence fully believes Kennedy's story, and almost 30 years later, the tragedy still trails the senator, with aggressive press investigations revived in five-year anniversary intervals.

If the proposal is recognized as worthy, then Kennedy and his friends will bring about suitable steps to have representatives of the largest television companies in the USA contact Y. V. Andropov for an invitation to Moscow for the interview. Specifically, the board of directors of ABC, Elton Raul and the television columnists Walter Cronkite or Barbara Walters could visit Moscow. The senator underlined the importance that this initiative should be seen as coming from the American side.

Just, not the senator himself. Because collaborating with the leadership of a foreign state to unseat an American president, by whatever means, could be seen by Americans as treasonous.
