We now know that IRS honchos shared information about conservative groups with other agencies, using the vast data in the IRS databanks to help other federal officials make cases against conservatives. Now we need to know how much, how often and what kind. Email exchanges between Lois Lerner, the Democrat at the center of the probe into abuses at the IRS, and a lawyer at the Federal Elections Commission show Lerner and the lawyer teaming up to try to block a conservative group from winning a case before the commission.
"This appears to be a coordinated attempt to intimidate Tea Party organizations by demanding information that is outside the scope of legitimate inquiry and violates the First Amendment," ACLJ Chief Counsel Jay Sekulow said in a statement.
IRS workers union chief Colleen Kelley had access to President Obama and, according to White House logs, met with him on March 31, 2010. The abuse of Tea Party, conservative, Hispanic, pro-life, Christian, and Jewish groups, which must have been in the works for weeks or even months prior, formally began the following day.

The IRS used a “wholly separate” instant messaging system that automatically deleted office communications, according to documentation released by the House Oversight Committee on Monday. The system appears to have been purposefully used by agency officials responsible for the targeting of conservative non-profits, in order to evade public scrutiny.
The system, known as “Office Communication Server” or OCS was used by IRS officials, including many in the Exempt Organizations (EO) Unit, which was headed by Lois Lerner. As the Oversight Committee report states, the instant messaging system did not archive any communications, so it is not possible to know what employees of the EO unit discussed on it.

Another email, sent by Lerner in April 2013, includes a description of the criteria for targeting. The list is a “BOLO” (government lingo for “be on the lookout”) directive targeting any nonprofit applicant linked to the Tea Party.
The email specifically named “organizations meeting any of the following criteria as falling within the BOLO’s reference to ‘Tea Party’ organizations: 1. ‘Tea Party,’ ‘Patriots,’ or ’9/12 Project’ is referenced in the case file. 2. Issues include government spending, government debt and taxes. 3. Educate the public through advocacy/legislative activities to make America a better place to live. 4. Statements in the case file that are critical of how the country is being run.”

When the IRS targeting scandal broke last year, officials in Washington immediately pinned the blame on the Cincinnati office. This documentation proves not only that direction was coming out of Washington, but that Washington instructed Cincinnati about how to handle tea party applications. A new email from Lois Lerner also details how BOLO lists (be on the look out) were specifically created for tea party groups or groups with issues related to government spending, debt, taxes and "how the country is being run."

In an email exchange last May, Ms. Lerner tells Nikole Flax, then the IRS commissioner’s chief of staff, that she got a call from a high-ranking Department of Justice (DOJ) official who “wanted to know who at IRS the DOJ folks could talk to” about Democratic senators’ push to prosecute conservative groups. “I think we should do it,” Ms. Flax replies, ” — also need to include [Justice’s Criminal Investigation Division], which we can help coordinate. Also, we need to reach out to [the Federal Election Commission (FEC).”
